Horticulturalists bemused by code of conduct rules

Catherine Jallou, the province's director of environmental quality, told the inquiry Wednesday that the province's code of conduct does not explicitly require a minimum number of workers to wear a uniform or a specific code of conduct at work, but she did say she supports the requirement.

"In this context, I agree with the notion that code of conduct standards, by providing clear rules of dress that reflect the standards and values of the employees and the workplace, can contribute to establishing workplace discipline guidelines for the employees in order to encourage proper dress code adherence," said Jallou.

A list of rules for wearing an Alberta uniform, courtesy of a 2011 Alberta regulation, reads, "Employers are responsible for ensuring that each person carrying a badge in the workplace is not engaging in offensive behaviour or dress that is not representative of his or her employer's beliefs and standards."

But many farmers disagree, including Mark Ducharme, who works for the Alberta Agriculture Marketing Service in the Edmonton area.

"We're just a small farming community, it's just part of our culture," said Ducharme, who runs the local farm-to-table restaurant, Kafe Kafe Kitchen, along with his wife, Cathy Kafe.

"We look at it as an everyday thing, for me, and I see it as just a regular thing for all my staff to wear."

On a scale of one to 10, Ducharme called the Alberta code of conduct five stars.

He said the code is broad enough to cover more than clothing and a few other rules: "You've got to be able to say this is part of the dress code … but for me, for my men and my women, I think it's just a regular thing in our industry."

A spokesperson for the Department of Employment and Social Development told CBC News that the department has been making changes to Alberta's code of conduct since 2012, and has adopted regulations covering more workers, including children.

The department believes that there are no complaints about employees wearing apparel that is "inappropriate" for a particular job or business, but the department may refer cases when its employees are found to be in contravention of this province's code of conduct rules.

A spokesman for the Office of the Conflict of Interest and Ethics commissioner told CBC News the agency received fewer complaints than it had expected in 2011, "so it's not necessarily as widespread as people might think."

The Department of Agriculture responded to the inquiry in a statement, saying that the "code has already been revised by the Employment Act to ensure more consistent workplace dress code adherence with the law."

'Not acceptable'
