Meeting to consider wild dog woes. "You'll have to take what's offered you."

Breathing air and looking in. "What's the meeting about?"

He smiles. "Oh you're right, it's about this thing about the dog that's about to show up. Are you scared of the dog?"

"No. But I have to. We have to be careful with our dogs."

"What?"

"We have to be careful with our dogs. I mean, it's the same thing with us. We've got a few of these dogs on the streets, you know? He's one of them, one of them, I've seen him since we got there. The same sort of dogs that don't have dogs. They're all the same size."

"Oh right, but he's a dog," I retort.

"Oh right. But I'm sure there are more."

I go to my computer. I'm in a conversation with the person who was in charge of the wild dog problem two years ago. I'm getting an answer I've been asking for all along.

"The thing with this dog is there's not enough space to have another dog on the street. But there are three, the same numbers I mentioned with the other dogs. When we get back from the meeting with the police it'll be a big problem, because we can't afford another dog. And if there's another, one of the big problems is that we don't have money for new dogs for them."

I stop the conversation at that. "So what exactly is that problem about?"

"They need more money for new dogs. That's why we need more money. We can't have them out there if there's another dog that needs them. And so we have to find other owners and we have to talk it over and see what other options are out there."

"Can we expect more of the same?"

"Of course. Well, it's not something that's going to go away easily. But you've had the problem before. I used to see these dog things coming from people, always walking up and down the street saying, 'Hey, how you doing?' We used to live in a sort of urban society. You know, you were there, you saw it. You had to live, you lived, you looked at people, you knew about their problems. But there's now a world where you're not really there, and you don't know how it is."

"What about that problem then?"

"Oh, we've had that problem for years. People always ask about it. And you always had the problem. You'

Schieffer foreshadows free trade deal clashes with Brexit; EU chief calls for calm

Britain's Chancellor, Philip Hammond, said: "This report from the EU is just a wake-up call to us, which is why the Brexit negotiations should begin now. We must be careful not to overreact, given that today's report is by one of the most respected institutions in European policy making.

"No one else is quite as critical of European institutions as the OECD and it is just a reminder that it takes only a few minutes of discussion before our global partners would view Britain as a threat."

The report notes: "One of the most worrying consequences of the Brexit negotiations is that some EU citizens may soon find themselves with the right to stay in the UK as if they were British citizens. Given the lack of meaningful progress on EU member states' rights as expressed in the agreement currently being negotiated between EU governments and the UK government, it is important to take this report and the findings it contains seriously."

The report comes after France, Germany, Italy, Spain, the UK and Switzerland joined forces in a protest in the UK to reject Brexit.

They called for Britain to stay in the single market and customs union, saying: "No wonder we are called the 'United States of Europe'.

"Let us unite instead on the path towards a more integrated Europe, which is now at the heart of the UK's future. We have been fighting to join the single market and customs union for 16 years, despite the negative impact on trade and jobs. We cannot let that go to waste.

"A better place than we have come to know under the UK is a Britain which celebrates and cherishes freedom and liberty, of course."

The French president, Emmanuel Macron, said EU leaders wanted a Brexit deal "not by force", but by means of "sincerity, dialogue and compromise."

"I feel our government must work together to avoid a repeat of the failed negotiations for the accession of Ireland, which never made it into a good deal," he said.

"France will remain in the European Union to defend freedom and the rule of law, which our country has always stood for. And the French will continue to support our European friends and allies."
